      <description>&lt;P&gt;If you have no income, it sounds like you may not be required to file. If you want to file anyways, with no income, you will need to mail your return. However, I noticed you state "us-based" so keep in mind if you're a US citizen/alien, then all of your income (from anywhere) is included in the gross income test for filing. &lt;BR /&gt;&lt;/P&gt;&lt;P&gt;For Oregon, if you're a permanent resident in the state, then you should file unless your income is below the filing requirements, which you can check out

(these are often similar to federal). Otherwise, for non-resident state tax returns, income from the state is what triggers filing a tax return.
