If Social Security benefits (of any kind) are you only income, you do not have to pay any tax and you do not have to file a tax return. However, you should file a tax return for 2016 so that you can get a refund of the tax that was taken out of your benefits.

If you will continue to have no other income, you could tell Social Security to stop taking taxes out of your benefits, since you will not owe any tax. It might be too late to avoid having tax taken out of your January payment, so may have to file a tax return again next year for 2017. After that, as long as you continue to have no other income besides the Social Security benefits and have no tax taken out, you will not have to file a tax return.
