    <description>Last year I got asked the same question about if I want to apply my state refund to an over payment in state taxes. I think I selected yes because I didn't receive a state refund. I'm being asked the same question now. I don't understand. But I don't want the same thing to happen that happened last year so I'm hesitant to answer.</description>

taxes, you want to say that you &lt;B&gt;do&lt;/B&gt; &lt;B&gt;not&lt;/B&gt;
want to apply the refund so that you will receive your full state tax refund
