If you believe that your tax refund may have been offset you should have received an explanatory letter from the Bureau of Fiscal Services. Most offsets are handled by the Department of Treasury's Bureau of Fiscal Services. If you have any questions you can contact the Treasury Offset Program call center at 800-304-3107 for assistance.
