Hi - follow these instructions:

On the first screen of the health insurance section, indicate that you didn't have health insurance
On the next screen, check the box that says "Indian tribe member or eligible for Indian health care" (see attached)
That's it! The penalty will be waived and you can proceed past the health insurance section.
