I thought I might be eligible for Turbo Tax free based on my income in 2018. I have completed my Federal and I do not quality for free and want to upgrade. Will I need to clear my current year data? I cannot seem to get out of the Free version.

No, you do not need to clear your data. Here are the steps (online):

After sign in to your program, select Take me to my return
To your left panel, simply select Upgrade
See the attached screenshot

If this method does not work, to upgrade to Premier, follow these steps (online):

While in the program,
At the right upper corner, in the search box, type in 'schedule e', and Enter ( pretending you are going to enter a rental which requires Premier edition)
Select Jump to schedule e
Follow prompts to upgrade
