When using the CD/download product, TurboTax Premier includes the preparation of tax returns for 1 state but the actual efiling of the state return is an additional fee of $19.99. You can avoid the fee by printing and mailing your state return.

Purchased Turbotax Premier for 2019 taxes and when I tried to Efile state taxes, was charged $19.99.Has this changed from year 2018? Was one free Efile before!!!

The state program is included ... however every efile for a state has a fee ... printing and mailing the return is free.

No change from prior years. There seems to be a lot of confusion about this. For the Desktop version it's a free download of one state PROGRAM, not returns filed. You can prepare unlimited federal and unlimited state returns. Some people need to file in more than one state so they have to buy another state program.

You can print and mail the state for free or each state (including the first one) is 19.99 or 24.99 to efile. If you buy the cd at the store the Basic version does not include the state. And Deluxe is available both with and without the state. Because some states don't have an income tax.

You asked about 2018---there is no e-filing for 2018 E-filing closed permanently for 2018 in October 2019. Any 2018 return has to be printed signed and mailed.
