I have not had American Health Insurance since the end of 2017, but I have had foreign health insurance. Do I select that I did have health insurance? It is not American health insurance, but insurance nonetheless. I was not in the country 330 consecutive days, as I did return to the US briefly for about a week within the last 12 months.

The 330 foreign days (Physical Presence Test) do not nee...

The 330 foreign days (Physical Presence Test) do not need to be consecutive, they just need to be 330 days within a 12 month period (i.e. no more than 35 US days in a 12 month period).

If you meet this requirement or if you have been overseas for an entire calendar year, you need to indicate in TurboTax on the screen where it asks, "Did you have health insurance coverage in 2018?" that "I didn't have it at any point." and then on the next screen indicate that you were not required to get insurance by checking that you "Spent 330 days or more outside the US."

Most international plans do not meet the ACA compliance requirements.

If you are a US
citizen or resident for 2018, you are required to have minimum healthcare
coverage. If you are a US citizen who has been in a foreign country, you
are only exempt from the payment if you qualify under the following conditions:

U.S. citizens who
are physically present in a foreign country or countries for at least 330 full
days during any period of 12-consecutive months are exempt from the individual
shared responsibility payment for any month in the tax year that is included in
that 12-month period. In addition, U.S. citizens who are bona-fide residents of
a foreign country (or countries) for an uninterrupted period which includes an
entire taxable year are exempt for that year.
[Edited 03.24.19 | 7:54 am]
