That page showing availability of forms is subject, we have seen (and as users we do not control it), to

possible delay (and sometimes early delivery) and
Time of day is measured in San Diego, think 2/14/19 as in end of day Pacific Standard Time.

Updates are typically released sometime in the afternoon (Pacific time).
