To clarify, did you use the CD version of TurboTax last year or did you use TurboTax Online? If you used the CD version, do you have internet access on this computer?

First, you will need to import your .tax2016 file into TurboTax online from your computer. Once the return has been imported, you can log out of the online portal on your computer and log into to the app on your iPad to finish the return if you would like.
