If you indicated that you did not have coverage all year in the Health Insurance section, you then come to a page outlining Penalty Exemptions you may qualify for (screenshot).

Since you were no longer residing in the US, you can indicate that you were a 'Resident of foreign country...' under Wasn't Required to Get Insurance'.

You should see a message that '... the penalty has been waived..' (screenshot).
