You can no longer use the online version of TurboTax to do a prior year return. You have to purchase, download and install the CD version of TurboTax 2017. After you install it, if you have access to your .tax2017 file online then you can download it to the documents/turbotax directory and open it with TurboTax 2017 installed on your computer. Then you can make changes to fix the rejection errors.

Once done, you can not e-file a prior year return. The IRS says so. You have to print, sign and mail it to the IRS.

If you can not access your .tax2017 file online, then you can use the desktop program to re-do your 2017 taxes from scratch. Note that if you have any carry forwards from 2017 to 2018, then you will need to complete the 2017 tax return before you can even start your 2018 tax return.
