      <description>&lt;P&gt;Filing &lt;STRONG&gt;Form 8606&lt;/STRONG&gt; for a Roth conversion is &lt;STRONG&gt;not a new requirement. It &lt;/STRONG&gt;has been a mandatory part of the tax code for decades.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;The IRS uses this form to track your basis (the money you've already paid taxes on) to ensure you aren't taxed twice on the same dollars.&lt;/P&gt;</description>
