I do not see instructions on how to mail my state return

It said that there would be instructions at the top of my state return how to mail it (it did not give me the option to efile). I do not see instructions. I can find the address in the state forms, but I don't know what forms to mail. All of it? Including the Federal? I don't see any payment voucher for the amount I owe. I only see payment vouchers to make estimated payments for next year.

When you print your return for mailing, the first page will be a 'Filing Instructions' page telling you what to mail, along with the address. In the printed copy of your state return, if there is a copy of your federal return included, your state probably requires this.

The return pdf I downloaded does not have filing instructions. The first four pages are federal payment vouchers that say "Do Not File", followed by the federal return, then the state return, and some local returns. But I do not see instructions anywhere.

It should be on your TurboTax electronic filing instructions, you can use the steps below to find this:

For TurboTax Online you can

Sign in to your TurboTax account, and
Go to Tax Tools >
Go to Print Center >
Select return type
Select Print, save or preview this year's return, then
Select to include federal/state returns and worksheets.
If already filed: Click on Add a State (you won't actually add one) to re-enter the return and access the Print Center.

For TurboTax Desktop you can::

Switch to Forms Mode by clicking the "Forms" icon in the top right of your TurboTax screen.
In the left panel, scroll down and
Select Filing Inst page 1 and 2.

If you still can not find it, you can find filing instructions on your State Department of Revenue Website. How do I contact my state Department of Revenue?
