If you are using online TurboTax software you will eventually reach the FILE section where you will have to pay for the use of the software by entering a credit or debit card or by choosing "refund processing."

If you are asking how to purchase the desktop download instead of using online TT:

When you use desktop software, there is an additional fee to e-file a state return. You can avoid that fee if you print, sign and mail the state return.
