My husband and I both received family paid leave in 2025 through Paid Leave Oregon. When I enter the 1099-MISC I received from the Oregon Unemployment Department for PLO income, it initially enters it no issue. However, when I do my final "review" then it forces me to change this income to Self Employment Schedule C (Form 1040) and asks for questions not available or applicable, like business information and codes. It changes my refund significantly and I don't want to do it incorrectly. It will not let my bypass or change.

First, delete the form from your return.

Delete the Form: * Go to Tax Tools > Tools > Delete a form (or Forms Mode on Desktop).

Find the 1099-MISC for Paid Leave Oregon and delete it.

Also, delete any Schedule C that was automatically created.

Now enter your 1099 MISC form another way.

Go to Federal > Wages & Income.

Scroll to the very bottom: Less Common Income.

Select Miscellaneous Income, 1099-A, 1099-C.

Select Other reportable income (the last option).

When it asks "Any Other Reportable Income?" say Yes.

Description: 1099- MISC Resporting "Paid Leave Oregon - Medical/Family."

Amount: Enter the total from Box 3 of your 1099-MISC.

This is incorrect since you cannot place the income taxes withheld and under the family leave it only states 1099-G not 1099 MISC which is what we have.

I opted to have state and federal taxes taken out of my weekly medical leave payments and, without an option to enter any taxes already paid on the 1099-MISC income, following these instructions would have added the total amount of my medical leave to my taxable income without accounting for taxes already paid. Going through the 1099-G menu is a little confusing, but it does allow for a 1099-MISC to be filed with the option to enter any state or federal taxes already deducted. In my case, this increased my eventual return by ~1k compared to filing via the 'Less Common Income' route outlined here.

Obviously everyones situation is different, just thought id share what my experience ended up being.

It looks like adding the 1099-MISC through wages and income makes it look like I'm self-employed. Is this correct?

It looks like adding the 1099-MISC makes it look like I'm self-employed. Is this correct? I have taxes withheld going through less common income doesn't seem to be a good option.

You will want to enter your 1099-MISC in the Other Common Income section. Follow these steps:

In TurboTax online, click on Income in the Federal section on the left menu.

Click on Other Common Income to expand that section.

Click Start (or Revisit) for Misc. income

Click Yes for "Did you get a 1099-MISC?"

Enter the information on the 1099-MISC on the next screen.

If you had Federal income tax withheld, click the box by "My form has other info in boxes 1-18."

Enter the Federal income tax withheld in box 4

Once the payer information, box 3 and box 4 (and any other boxes with information) have been entered, click Continue

Enter the reason why you received the 1099-MISC on the next screen - such Oregon Paid Family Leave - click Continue

For the uncommon situations screen, click that None of these apply at the bottom - click Continue.

Click No, it didn't involve work like [name's] main job

Select all the years you got the payment - 2025 will be preselected for you.

Click "No, it didn't involve an intent to earn money" - then Continue.

Click Done on "Your 1099-MISC summary" screen

Entering the form this way will allow you to claim the income and the Federal withholding paid and won't count it as self-employed income that will be subject to the self-employment tax.
