My son is 18 and in college. We are helping pay for his college tuition and other college-related expenses.

1. Can we still add him as a dependent?

2. Can we deduct the college tuition and other college-related expenses on our tax return?

Yes, if you are still paying for his living expenses then he is still your dependent. And yes, if you paid his tuition and fees that will come as a form 1098-T and you will deduct that on your taxes as well.
