I living abroad and my state licence expired. Only form of identification I have is my pastport

No, the passport cannot be used as a form of identification when using TurboTax.

You can just select Do not have either a license or state ID.

Under Expiration (EXP) date, select does not have an expiration date

Very few states actually require that you provide identification to file the state tax return.

Are you filing a state tax return? You might not need to pay state taxes, depending on why you left and how long you plan to be out of the country. (Of course, if you had state withholding, you have to file to get a refund even if you think you don't owe state taxes.)
