      <description>&lt;P&gt;TurboTax lets you use your &lt;EM&gt;federal&lt;/EM&gt; refund to pay your fees -- IF your federal refund is enough to pay the fees and the extra "refund processing fee" of $40 ($45 in CA). &amp;nbsp; &amp;nbsp;If your federal refund is not enough, then you need to pay your fees upfront using a credit or debit card before you e-file.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;

      <description>&lt;P&gt;probably because states would (do) not send total refund to a third-party processor to separate your refund from Turbotax fees.&amp;nbsp;&lt;/P&gt;</description>
