Information flows from the federal return to the state return, but there is some information that has to be entered by the user to the state return once your federal is done--you were supposed to enter the CRP to the state software. Anything you are getting back for a rent credit is part of a state refund. It is not part of your federal refund. The IRS has nothing to do with your rent credit.
