      <description>&lt;P&gt;It depends.&amp;nbsp; Criteria must be met financially as well as non financial criteria.&amp;nbsp;&amp;nbsp;&lt;BR /&gt;Financial - MAGI (modified adjusted gross income) is used to determine eligibility.&amp;nbsp; This would depend upon the tax household, such as those with children.&amp;nbsp; Some may be exempt from the MAGI income rules, such as those with disabilities.&lt;BR /&gt;Non-financial - To be eligible for Medicaid, beneficiaries generally must be residents of the state in which they would be receiving Medicaid.&amp;nbsp; They must be citizens of the United States or qualified non-citizens, such as a lawful permanent resident.&lt;BR /&gt;I have included a link here with more information on qualifying for Medicaid.&lt;BR /&gt;&lt;BR /&gt;&lt;A href="https://www.medicaid.gov/medicaid/eligibility-policy" target="_blank"&gt;https://www.medicaid.gov/medicaid/eligibility-policy&lt;/A&gt;&lt;BR /&gt;&lt;BR /&gt;Thanks for the question.&lt;BR /&gt;&lt;BR /&gt;&lt;/P&gt;</description>

They said he already had a SNAP card.&lt;/P&gt;&lt;P&gt;But his card actually has a $0 balance. And also he co-pays $200 for his health plan monthly.&lt;/P&gt;&lt;P&gt;Thus we feel puzzled about this issue...&lt;/P&gt;</description>
