    <description>&lt;P&gt;Tried the manual update, did not work.&amp;nbsp; Tried running as Administrator, which is always the case, did not work.&amp;nbsp; Tried unplugging and then restarting computer, did not work.&amp;nbsp; Chatted with Microsoft who say it is a program problem with Turbo Tax.&amp;nbsp; Cannot access TT without the update, why?&amp;nbsp; Cannot update as long as Error 1603 exists.&amp;nbsp; Anyone have the real solution?&lt;/P&gt;</description>
