I suggest that you contact your State Department Of Revenue List of state DOR's

It may be that your return was garnished.

Federal and State governments can exercise the right to garnish tax refunds in cases where

Individuals owe outstanding state taxes,
Unpaid child support, or
Other government-related debts.

TurboTax never knows about offsets to your refund for child support or back taxes. But if you are delinquent in paying child support, one of the ways the child support can be collected from you is to seize your income tax refund. That can be done by the IRS or your state--or both.
