It depends- the IRS will not withhold your refund for a state court fine, but your state might.

Some states will seize a state refund for unpaid court fines or traffic violations (as well as for child support or back taxes owed). TurboTax will not ever have information regarding offsets to your refund. If the IRS or state offsets your refund, they will mail you a letter a few weeks after they take the refund.
