    <description>&lt;P&gt;I got a 1099-MISC with all 0's, and the payer's state was left blank.&amp;nbsp; Turbotax insisted that I give the state of the payer who didn't pay anything, so I had to invent a state to be able to file my taxes.&amp;nbsp; Can the program be fixed to allow people to file when the forms they receive have items left blank?&amp;nbsp;&amp;nbsp;&lt;/P&gt;</description>

      <description>&lt;P&gt;If you received a 1099 that was all zeros, you have no income to report and no obligation to include it on your tax return. You can delete the information from TurboTax and save the 1099 with your records.&lt;/P&gt;</description>
