What is shown on TurboTax website is the total refund you will receive. It is just a math expression, nothing else.

You will receive the full amount of your state tax refund.

You are confused by a summary that just shows the "net" difference between the amount you owe to the IRS and the amount of your state refund. Pay the IRS the amount owed---it is on line 37 of your Form 1040. And you should receive the full state refund. The state refund is not being used to pay the IRS. You have to pay the IRS yourself.
