I paid the $25 for an early deposit. My refund date says February 24th and I haven’t received anything and it’s February 19th.

You should get an email from TurboTax when your refund is on its way. If you don't receive your refund by the end of today, you will get a follow-up email from TurboTax telling you why they weren't able to deposit your funds on time, and you will get a refund of the $25 fee if you were charged.

what would be considered end of day ? midnight or like a normal business hour 5pm

Midnight. Per the IRS's Where's My Refund feature >> Updates to refund status are made once a day — usually at night.

I just seen my estimated date on turbo tax has changed to today but did remove the $25 early fee. I never received an email so should I expect my refund today still

Check your Refund Status on the IRS site Where's My Refund?

When the IRS says they've sent the funds to your bank, the bank may take some time to actually post it to your account.
