I thought I was being charged $39 for state taxes but I was charged $78. I kept saying no to deluxe but I got charged anyway. I would like that refunded.

If your TurboTax fees are higher than expected, you can reduce them by removing add-ons (BEFORE you e-file) :

No one in the user forum can resolve a billing issue. If you have a question about your TurboTax fees or billing, make sure you use the word “billing” in your request for help. Do not use the word “refund.”

Yeah, here is the problem with that. You are never supposed to auto select these things EVER. Is a grocery employee supposed to put things in a customer's cart without asking first?

State would also be free in the Free Edition. If you saw a charge for state you were upgraded to Deluxe. Deluxe was 39 for federal and 39 for state. Total $78 .
