In the File section of the program on Step 2, when you have state taxes owed you are given several options on how to pay the state taxes owed.

Yes, if you setup an autopay with your Bank or Checking account (as stated by DominGA) it will automatically be paid.

Payment will not be initiated until the return has been processed.
Most states don't begin processing returns until after the federal return has completed processing.

It has already been filed and I originally selected to pay through NYS website. How can I change this to pay through turbotax?

If your state return has already been filed and accepted, you will not be able to change the method of payment now.

I already filed my state return and set up for Turbotax to Autopay what I owe the state on Apr 4. I now want to pay the tax on Feb 28. Can I change this payment date?

If you've already Efiled, you can't change the date of your debit for your state tax owed.

You could contact your State Dept. of Revenue to see if you pay them directly now, they can cancel the debit you set up in your Efile.
