There are several reasons this could happen. Please see this link for the most common reasons why the refund is lower.

Also, if the taxing agencies reduce your refund, they will typically send you a letter explaining the reason for the adjustment and allow you to respond if you disagree. They will request supporting documentation when you reply.

Where are you seeing the 532? Federal and state refunds come separately. Did you choose to have the Turbo Tax fees deducted from your federal refund? There is an Extra $40 Refund Processing Service charge (45 in California) added for that. So your fees could have been $150. 682-532=150.
