It depends. If you see a specific tax topic linked, it may mean you have an offset.

I did, they are currently not showing any debt I owe either.
Would it be on my return transcript from the IRS website?

Yes, if it was a tax debt, the transcript would be helpful. But if the IRS already checked and showed you owed no debt, my best guess is there is A. No actual debt or B. an unrelated debt such as child support or state income tax.

I am dealing with the same issue, I can't figure out how to resolve it. Did you get anywhere on clearing this up? They claimed my entire federal tax refund for this supposed offset but I don't have any debts and I am not married and I have my children full time. I was hoping it was just some weird error but I don't know what to do either

If the IRS has offset your refund, you'll get a letter in the mail explaining it, with contact info.
