Are you using online TurboTax? There is always a separate fee to prepare a state return if you are using any paid version of the software for your federal return. Or....if you are using desktop software, there is a $25 fee to e-file the state return. You can avoid that by filing the state by mail instead.

In the Online version there is a separate fee to prepare a state return, whether you efile or print and mail. Filing is free and included. To not pay for state you can delete it. How to delete the state,
