There is no one to contact.

If they e-file their tax return before you, then you will have to print and mail your tax return and continue to claim your dependent on your return.

Within a year the IRS will reach out to both parties to investigate. The loser of the investigation will have to pay back any refund based on the dependent plus penalties and interest.
