I'm not sure what you're trying to accomplish. The IRS will not send blank forms to you electronically. You can download a blank Form 1040 as a PDF from the IRS web site by clicking this link.

You can download PDFs of other forms from the Forms, Instructions and Publications page on the IRS web site.

You can order paper forms from the IRS to be sent to you by mail on the Forms and publications by U.S. Mail page.

If you are in one of the selected states, IRS offers online preparation and submission of your Federal tax return (no state return) starting next year.

If you want to prepare your return the old-fashioned way by hand on paper forms---you can often obtain the forms and instruction books at public libraries or the U.S. Post Office.
