Adoption Tax Credit with special needs adoption

I have researched the required situation and I know that we qualify for the special needs adoption situation, and we could get an actual refund of that money even though we didn't have a lot of adoption expenses or overall tax liability. I have done the handwritten paper forms and worksheets just to make sure, read all the instructions, googled the topic on multiple forums, and we def qualify for the special needs adoption credit. But when I put all the info into TT, it tells me that the whole amount will carry over to next year because we don't have a big tax liability. I don't understand why it doesn't connect as an actual refundable credit in the software, please help!! Thank you!!!

Thank you for the reply! I read through the info at the link you sent and it explains everything I had researched as well. According to that IRS link, I do qualify for a refundable adoption credit because of special needs kiddos, but the TurboTax software isn’t allowing it.

Credit for special needs adoption is non refundable. Why do you believe that it is refundable?
