Why can i not see the "payment plan" option under the pay for turbo tax section?

The payment plan is only for the IRS. You have to pay the Turbo Tax fees upfront with a credit card or deduct from your federal refund. How to pay the Online Fees. If you don't have a credit card you can get a prepaid VISA card at WalMart or somewhere.

It should be listed in Step 2 of the File section if you have federal taxes owed.
