You can request a payment plan. If you have not filed your return yet, you can go to the File section in your return. On the page How do you want to pay your federal taxes? screen, select Request an IRS payment plan.

If you already filed your return you can go to the IRS website and apply for a payment plan on their IRS Payment Plans and Installment Agreements website.

Most states offer payment plans too. You will have to contact them directly as each state has different options. Follow this link to contact your state Department of Revenue for details.
