      <description>&lt;P&gt;If you have not started the State, skip that area and do not start the state return.&lt;/P&gt;&lt;P&gt;If you started it and perhaps completed it already, then when you get to the File area, mark the State as File by Mail, and then TurboTax will not e-file it with the Federal return.&lt;/P&gt;</description>
