Box 14 is for information your employer wishes you to have, or is required to report to you by law, but which has no other place to be reported on the W-2.

If your item (or items) appear in the drop-down list, TurboTax will handle it for you. If it does not, and it affects your return, you will need to enter it again in the appropriate part of the interview.

If you have questions about what your employer meant by this entry, you will need to speak with them, but to me it looks like it says "New York State Taxable Wage."
