You do not HAVE to pay 2019 Estimated Tax for Individuals this year but estimated tax payments can help you avoid paying a big tax bill or an underpayment penalty in April. Our tax system is called "pay as you go" so the IRS wants payments throughout the year. They give you the flexibility to make four smaller payments during the year instead of having a large bill in April.
