I had new sub-floor insulation and fresh vapor barriers installed in the crawl space at my home - is that something that can be claimed towards a home energy credit?

If the insulation system that you put in meets IECC code then yes, it qualifies for a credit of 30% of the cost or $1200, whichever is lower. Your contractor should be able to tell you if it is compliant - it should also be documented on your receipt in case anyone questions the credit later.
