      <description>&lt;P&gt;Do not choose to have the $20 deducted from your federal refund or you pay the extra fee to a third party bank that receives your refund from the IRS, takes out the $20 for TurboTax and that "refund processing fee" of $40 ($45 in CA) for itself.&amp;nbsp; &amp;nbsp; Pay the $20 upfront before you file with a credit or debit card.&amp;nbsp; Or----file the state by mail and just pay for a stamp.&lt;/P&gt;</description>

      <description>&lt;P&gt;pay-with-refund is for filers with no checking, no bank, no credit card and no money.&lt;/P&gt;&lt;P&gt;otherwise, stay away.&lt;/P&gt;</description>
