If you owed IRS over a certain amoun, there is a penalty and this generates the estimated tax vouchers . If you do not use them, you will most likely end up paying a penalty again. You can find this penalty right near your tax due. You dont have to use the vouchers . they are to pre pay the txes and avoid a penality. When you file you nextyears taxes there is a place where you put in the payment date and amount and you will get the credt

The estimates are optional to pay. They don't get sent to the IRS with your return so they won't be expecting them. If you are receiving a refund or low tax due and Turbo Tax prepared the vouchers then your tax liability was probably reduced by credits. They might have printed out if you got a one time large income this year like if you took a IRA or 401k distribution. You can ignore them if you want. They are just a suggestion.
