Turbotax is only letting me enter one and then wants to move on to Investment Income

It may be that the TurboTax's usage of the term "investments" threw you. After the first 1099-INT is entered, on a summary screen (possibly titled "Let's finish pulling in your investment income") will be a box toward the lower left that says "Add investments."

Confusingly, Online TurboTax considers interest income and dividend income both as part of "Investments" Once you click that and continue on through a couple of screens, there will be a place to indicate what type of income the "investment" is actually for, and there you can select a box that narrows it down to "Interest income". Here's more detail with the steps:

So after entering the first 1099-INT, on the 1099-INT summary screen click on "Add investments."
The next screen says "Let's import your tax info."
If not importing (usually not necessary for a simple 1099-INT), don't enter anything in the blank. Instead on that screen scroll way down to lower right corner and click on "Enter a different way."
The next screen ("Let's start with one investment type") will have several large boxes of various income types. There you can select the "Interest (Form 1099-INT) box" then scroll down and click the Continue button at the lower right.
Next screen asks how you want to "upload" your 1099-INT. Since you're not importing (I presume), scroll way down to a box near the bottom that says "Type it in myself."
Then you should be able to enter your 1099-INT.
