I have followed the instruction to upgrade / PLUS, but I still could not get "Upgrade" in the left-hand menu.

It is "Free Edition"

Not sure where you are but try clicking on Add A State to...

I have Premier 2017. I did all the entry but never filed. Want to go back in, add one item and file. But there is no upgrade button on top left and no menu to pull down. I can't pay for the upgrade. I have already downloaded the desk top version.
