He was born the beginning of this year and I don't know when I will receive it.

To claim a dependent on a tax return they must have a Social Security number or an ITIN issued by the IRS.

If you are receiving a federal tax refund you can file your 2023 tax return at any time in the next three years without penalty. So, you only need to wait for their SS number and file when it is received.
