Turbo Tax is requiring the Payee's State Number from Box 15 on 1099R.

My 1099R does not show this info and I have not pre-paid any State tax, which it states this is for. Can I just put in 14 random numbers? Turbo Tax will not allow me to move forward until box 15 Payee's State Number is completed.

If there are no state income taxes paid in box 14 of the Form 1099-R then you leave boxes 14, 15 and 16 blank (empty). If the program continues to give you the message then delete the Form 1099-R and re-enter manually.
