And yes I did enter that this was checked in box 3 on 1099 and I did get the full deduction in my virgina tax for. But virginia tax was increased $800 in any case

Assuming that all you did was add US bond interest. Then VA shows the deduction but the tax bill increased for the state.

Please save a pdf of your forms. Take out the interest, save a pdf of the new forms. Compare the before and after forms. What lines are changing on which forms? You could be losing a credit with the reduced income.
