No, a zero means you do not have an exclusion.

Box 2c. Section 1202 Gain
Enter any amount included in box 2a that is a section 1202 gain from certain qualified small business stock.
If there is no entry, or a zero, you do not have an exclusion.

In general...for most (all?) forms in the TTX software...boxes with a zero in them on paper..those should normally be left entirely blank on the software form.

Wow, thanks for the tip. Who would have ever known that zero doesn't mean nothing? I did as you suggest and downloaded the 1099-DIV again and this time, no error. It's rather non-intuitive to me that one needs to do that to make the software work correctly.
