I have never not received a refund but it says 0 back did I not make enough?

No one can see your tax return so we can only make guesses. It may be that you did not have enough withheld from your paychecks and do not get a state refund. Or maybe you are just waiting for some state forms that are not ready yet.

No hurry to e-file since the IRS will not begin to accept/reject 2023 e-files until January 29. And….a state return cannot be accepted until after the IRS accepts your federal return.

If forms are not the reason, then print out your 2022 state return and print your 2023 state return, put them next to each other, and compare them line by line to see what is different.

Your refund is connected to tax withheld unless your state has special credits for which you believe you should qualify. A refund means your employer took out more than necessary from your paycheck generally. If you want a refund, you can change your state withholdings so they take more out of each paycheck and then you can have a refund next year.
